As for Iota, it shows expendable POBs are far too cheap to make. The base cost of deploying a POB should be higher, so you think twice before making seven Core 1 POBs in a week, knowing they will all die. This goes for all locations - if someone decided tomorrow to, for shits and giggles, spam Outcast POBs in front of Crete, with ooRP name-calling base descriptions on top of that, I bet it'd get very tiring very quickly for the Corsairs having to siege it at 10am every day.

I would also add that if encounters are treated as mining areas, then that would make sense, but it would add too many restrictions in space areas. I mean you will need to make the systems then x2 times bigger so it can hold so many restricted areas for POBs and at the same time provide also good areas for building them
I hope it won't reach that point xD
