I think he means they didn't meet 3 days so they are supposed to be on the list automatically.
Anyways - not much incentive to be an OF these days, the new system will actually make it worse as you might get some perks but will have to indulge in time wasting bureaucracy instead of building your faction and making your members motivated, etc.
