Good evening Director Orlov.

I am sorry to break the silence on the planet's passive surveillance operation but I must inform you of an incident I witnessed today.

At 17:03 today a mob of citizens attempted to lynch some alleged Phoenix sympathizers in the settlement of New New La Gomera, only the quick intervention of the local sheriff, Manuela Strong, prevented blood from being shed.

I have managed to gather information that points to it all start when a group of extraplanetary pilots were on leave at the local tavern "The Mad Miner" when they began to talk loudly about the current situation in which the planet has found itself immersed.
