I am surprised to hear that you are on Cadiz in the hands of the Black Sails. While I was not aware of the destruction of the Kaldra and your kidnapping by the Sails, I am glad to hear you are treated well so far. As their organization has no authority to keep you there, I assume your inability to leave is either due to the lack of a ship to bring you elsewhere or lack of credits to organize some way of transportation. The Deterrence is willing to help you out in either case to allow you to leave the station to Battleship Prox as mentioned by Elder Juanez Buonocore.

Regarding your invitation to discuss “the stability in Theta” with Massimo Insigne representing The Black Sails, I have to firmly deny. Just recently we have informed them about the special situation in Omicron Theta and what are they doing in return? They dare to kidnap you - a man of diplomatic value to the Imperio - and, there is no other way to say it, hold you hostage in Cadiz as a blackmail against their own people.

This is also not their first misbehavior. First they insulted our Elders, an established and supreme authority of the Imperio. Second they refused to be part of any diplomatic advances made by the Imperio. Third, they refused to assist in the retreat of the Battlecruiser Penitence from Dresden when all Corsair forces should have been united to assure its safety. And now this? Enough is enough! It is time the Black Sails are taken accountable for their actions and are thrown begging for forgiveness in front of the courts on Crete. I could not agree more with Elder Buonocore, if Massimo Insigne does not respect the ultimatum and hands you over very soon, he and all his loved ones should be rotting in cretan prison cells for their treason to the Imperio.

Inviting Phoenix for re-negotiations of the Treaty can only be seen as an offense to everyone who worked hard to achieve peace in Omicron Theta. They had their chances to join our agreement, they turned it down twice. Instead they openly attacked us during the retreat of the Penitence. Any upright Corsair will shoot them on sight if they even dare to approach Cadiz. Importantly, I advise all Treaty Signatories from Zoner side to refrain from following this invitation as we must assume at this point that The Black Sails could plan to hold you hostage as well to increase their pressure.

Let Senor Insigne know that this is his last chance to avert his doom. Should he continue to disrespect the authority of the Council of Elders, he and all his accomplices will regret their choice for the rest of their meaningless lives.
