A success of Operation Ōame would have put the entire Order into disarray to a degree that such strikes would appear unlikely, which is clearly a risk now.

Consider us relieved to see the KOI takes this matter appropriately serious. Naval Forces units which participated in this endeavor have already been instructed to cooperate fully with any potential investigations, so they are likely to send in reports to the KOI very soon. I will inform Ikeda-sama about this development and we will await the Lord Commander's report eagerly.
