Good to hear from our friends at Gateway Caledonia. This project should fall within our capabilities and could be an interesting opportunity for us to strengthen our exports in a region in which we don't have too many ties.
We can go over some groundwork about this. As you mentioned yourself, the legal requirements. I'm not too sure of the current climate in Kusari towards such foreign establishments, but certainly they are not as they were in years past. Hopefully, this will not prove too much of a hurdle.
Next, materials. I expect you will handle the shipping yourselves for the most part, though there may be some components and materials you wouldn't have easy access to. I have drafted some reasonably accurate material estimates with the requirements you have, and we can figure out a shipping timetable and temporary storage solutions.
Labor and their accommodation. We will bring in whatever specialists we require and otherwise employ local workforce as needed; we will need to examine the availability and pricing of accommodation on Honshu, otherwise deployment of a passenger ship might be the best solution.

Now for your requirements. A three-bay platform, with the typical infrastructure and amenities for a station of this type and size, that is fairly straightforward. The finer details such as design aesthetics can be worked out as the project progresses, the structural work for the general layout will need to be finished first anyway. A garden is a nice touch, we'll be sure to accommodate for that in the plans, though you may want a more specialized company to do that work.

Now of course, I must address the most interesting requirement here. The "hazmat" unit, or whatever you want to call it. Needless to say this falls very much in our area of expertise, but we will need some specifics in regards to what kind of material requirements we are dealing with here. Though we can draft up a general outline that will match your security and modularity requirements before we get into those details.

I have attached a document outlining the basic architectural plans and associated material requirements. We should be ready to move to the initial construction phase pending government approval.
