Honored Secretary,

I have arrived with my team and the device at Kure, our security clearances are being signed as I am writing.
The words "through any required means" are most encouraging, and I expect we can start work on programming the field generator within the day. There will naturally be a lot of curiosity about the craft, but I will try to keep my team restrained to the technical and practical aspects of the task.

For compensation, our standard rate for a cloaking field generator in this capacity classification is 13 000 000. The substantial customization work required is another matter, but it is the desire of the board to consider this against a government discount, and nullify the resulting equation. This is, as I am told to relay, with the understanding of a favourable record which may be taken into consideration in regards to other projects.

I do not foresee any greater complications at this time, so I will be joining with the rest of my personnel to settle in and commence our work.
