Based on dev discussion about events, we concluded that we'd rather move through multiple story beats than stay focused on a single one to the benefit of those involved, but the slight detriment to everyone else. This does mean that we want to involve everyone who is relevant for the particular beat, which often results in many factions having a stake. To put this into perspective, even after doing this, we still have outstanding event requests pending from as far back as September, because there simply hasn't been time to get to them due to the need to progress through various story beats. And this is even with my own initiative on the side to play out more events unofficially.
There is no good solution to this, and while you see it this way, other people are happy that their faction is getting an event at all. Another thing I've noticed is that during event series, even the most ardent players get "event fatigue". So even if we choose to split events into multiple parts, these will likely have a month or more gap in-between, which has its own issues. All I can say is that I'll continue to monitor feedback and make longer-term recommendations based on it.
