As to the target logging off when chased.. well, that's the reality of being a bounty hunter.. people will frequently just run and dock if they know they have a specific bounty on them, so much for your hunt, little you can do about that. But that's personal bounties. Since you are an organised group of hunters, I'd figure you guys wouldn't rely on just single bounties which would be hard to pursue with your heavy handed force (cause let's be blunt here, good luck finding someone who doesn't want to be found). Here's an idea, how about getting hired by a house to their dirty work for them? Like getting hired by e.g. Bretonia to take out Corsairs in Cambridge or something like that. You can then generically take out targets of opportunity and score the cash for it. Bretonia would definitely have no problem with it, Liberty probably wouldn't either but you have a bad history with them. Kusari loathes bounty hunters, so if you want to I bet you could actually take bounties against them from Bretonia. Rheinland would probably be too proud to hire you, but you can still ask.
Try these ideas. It will give you guys something to do certainly, and will make you look more like true bounty hunters.
