Some time ago I was apart of a community that was in a much similar situation when it came to things such as reports against other players for violating the servers rules. There was a camp of people who believed that publicly shaming these individuals made an example out of them whilst others believed that keeping everything behind closed doors was the correct angle.
I settled somewhere in-between. Here is how I envision it working.
A VR is opened by a player against another player. This VR post is visible to the poster and the admin team. This creates visibility between the reporter and admin team pertaining to the VR in question. The admin team can ask questions to clarify the VR and work with the individual to obtain a satisfactory result. This also has the added benefit of the admin team sifting through VR's which may have a personal vendetta attached to them and can in turn warn individuals who post frivolous VR's not to do so again.
The VR is processed behind closed doors, the offending party told in private what happened and the results. If the party wishes evidence or a faction leader, they can do so in private DM's to the admin team.
This allows the reporter to see the status of their report as well as the ability to answer any questions the admin team has pertaining to the VR in question. This can also be done for things such as Player Requests so that the requester can see the process of their request without pinging the admin team to get an update.
As far as the discussion about DTR goes: I've honestly only had one memorable experience with a DTR ship in the past year where RP is concerned when I was venturing out to go and get me a mining ship from Gamma. I never PvPed much so I can't speak to this. TBH, on the other hand, I have had multiple memorable experiences over the past three years that I've been back in the community (after my 10 year hiatus). Does that speak to anything? I dunno, you be the judge. I won't delve further into this as this isn't the DTR Feedback post but the staff feedback...and I don't really see the point in airing any of my feedback for staff for various reasons.
