GMS TRADE SHIP

Greetings.
While patrolling the Omicron Delta system, near the jump hole to Omicron Kappa, we intercepted a transport vessel belonging to Gallic Metal Service (GMS). During a standard check, it was found that the ship was carrying a cargo of molybdenum.

According to the ship's captain, the final destination was Fort Carthage Station, which, as we know, is located within the nebula Wall of Seth. He claimed to have permission to enter that area.

I’d like to clarify whether this vessel actually has official access to Seth Wall — and if so, who granted it, under what conditions, and to what extent?
Also, please advise on how to proceed in similar cases.
