Going on the assumption that you were sanctioned merely for the 'worthless piece of crap' comment, then the sanction is absurd. There's no swearing, and it's just as easy to assume that the comment is IC as it is to assume it's OOC. Unless there's other OOC chat to support it, then it's pretty obviously IC.

The mention of 'rules lawyering' implies that you were explaining the rules to someone (telling them they had to leave the system, etc.) in the system chat, rather than through a private message. That itself (OOC in system chat) is its own sanction, but doesn't prove any kind of OOC insulting.
