Konnichiwa Headmaster and council,

I apologize for the delay in my report. Few days ago while on patrol, I encountered an individual by the name of Nodoka Hanamura. She is the commander of Battlegroup Ouroboros, which she describes to be a "battlegroup fleet-type revolutionary front."

When we got to talking, she shared her past, and her desire for a better Kusari. Her origins can only be described as "unique," and unlike anything I've heard of before. I believe it is best you inquire it from her directly, for I fear I may not be capable enough to retell it. Before we parted ways, she stated her intent to establish relations between us True Sons of Kusari, and her Battlegroup Ouroboros.

I realize my actions may be above my current station, but I took the initiative to inquire more about Battlegroup Ouroboros and what they desire from us.

The Battlegroup consists of a Shukensha, a Bustard, a Corvo, multiple gunboats and various snubcraft. They have also made prior contact with IMG, Mollys, "Prometheans", and the Platform. I must note, Commander Hanamura herself seems to be lacking a transponder IFF. She claims it is because of her older fighter.

From what Commander Hanamura has said, politically they are mostly social democrats, but they have been taking many people from different walks of life. Even foreigners. Truly, a mixed and varied group. She says her group shares a common goal to overthrow the current Kusari state for a better future. They themselves seek to establish a new Kusari state, where the people are given the choice to choose Kusari's future.

Battlegroup Ouroboros appears to have some disagreements with the GMG, and our Golden Chrysanthemums allies, but they seem to be willing to accept the Golden Chrysanthemums to a degree. They seem to dislike Cardamine as much as we do. Relations with GMG on the other hand, appears to be unnegotiable.

Below I've included their terms and desires for future relations between us. Commander Hanamura has stated that she is open to negotiation.

Battlegroup Ouroboros desires:

We wish to establish alliance with the TSK, and negotiate the terms of such an alliance. We are lacking in any static presence in Kusari, and our fleet at this juncture is not safe within Kusari's borders at this time. However with this alliance that may calm the waters somewhat to an acceptable degree.

What we seek is:

- Access to and berthing for our personnel transiting in and out of Kusari Space.
- Support in construction of and defense of a tenative modular installation in the Kyushu system as a headquarters.
- Sales of and maintenance training for all snubcraft within the Blood Dragon fleet.

What we provide in return, meanwhile:
- Dedicated Alert 5 response for emergency support requests where response can be prompt.
- Deployment of OCS Tochigi and our albeit at this time limited gunship and frigate fleet to battlespaces to support TSK operations, alongside snubcraft.
- Dedicated logistical support for TSK operations.
- A gift of 10,000,000 SC.
