Thank you for your contact requesting an Exotic Materials Licence.
The Home Office is mindful of current scientific literature, which has classified both Azurite Gas and Xeno Relics -- the latter in particular -- as highly dangerous materials.
In the aftermath of the Hamburg Blast especially, it is vital that those licensed by the Kingdom of Bretonia to transport these materials are suitably vetted by the security services. This sort of license would typically be issued to allied entities who have proven their reliability as partners.
I note that these restrictions are not for the convenience of business, but for the safety of the Bretonian public. As a result, this may be a difficult bar for organisations such as your own to meet, due to your... flexible diplomacy.
I must stress that the requirement that applicants be persons of good standing is not a matter that can be negotiated away through quid pro quo, it is a fundamental and inalienable requirement of the licensing procedure.
This at minimum means the corporate applicant must demonstrate a good standing with the Bretonian authorities, and hostility to domestic criminals such as the Corsairs, Gaians, Mollys, Outcasts, Royalists, etc.
Given your company's lack of verifiable provenance, the licensing office would want to see a significant proactive action towards proving your good standing -- for example, posting a public bounty targeting the above mentioned criminals throughout Bretonia, in New Horizon Industries' name.
This would serve as a gesture demonstrating your commitment to law and order, which would speak positively towards your registration. In the interim, the licensing office will place your application on hold, until such a time as further relevant evidence is provided.
While I appreciate neutrality has its benefits, the man who attempts to play both sides often finds himself bereft of friends.
