1. SITUATION. During the past several years, there has been increasing hostile exohuman activity across Sirius. Systems experiencing increased activity include TAU-61, Orkney, Inverness, Ontario, Alaska, and various Omicron Systems. This uptick in activity has coincided with an observed shift in tactics between these sightings in the East of Sirius, which have been oriented towards destruction of human assets, and in the West of Sirius, which have been focused on subversion. A recent mapping expedition send through Supergate 2 to Earhart and beyond has revealed heretofore unknown structures consistent with nomad signatures. Finally, not only are Ageira and Gallic studies in disagreement on the cause for the recent jumpgate network collapse, but inconsistencies with system locations to the north of Alberta and Zoner reports from Kepler suggest exohuman activities may be in some way correlated, even if not causally related, to the network collapse.

The LSF has thusfar endeavored to conduct several branching research and intelligence gathering operations to clarify the relationship between these events and establish a credible picture of the overall exohuman situation facing Liberty and humankind in the Sirius sector. The overarching goal of these operations are to provide the Liberty Government with plans of action to protect Liberty's vital interests and ensure the continuation of the human race in Sirius. Meanwhile, other organizations within Sirius have collected intelligence where the LSF's own research teams have neither access to information or materials required to refine critical intelligence gaps. The Order, a shadowy organization dedicated to research and operations countering nomads across Sirius, is the primary organization of interest in this field.

2. MISSION. 4TH GBS commissions LSFS-Cleopatra and conducts standing covert undercover intelligence gathering operations by executing ad-hoc embedding within spaceborne operations of The Order utilizing covert and subversive methods IOT obtain critical information on exohuman activity across Sirius and eliminate critical intelligence gaps.

3. EXECUTION.

Commander's Intent. Gather and any all intelligence Order agents are willing to share regarding exohuman activities while maintaining and prioritizing the covert nature of LSFS-Cleopatra.

Key Tasks:

• Commission one Hathor Gunboat as LSFS-Cleopatra
  
• Resource ammunition and equipment
  
• Utilize only Order equipment and limit use of transponder to integrate with Order space forces
  
• Make contact with and gain the trust of Order space forces
  
• Exploit privileged relationship without compromising true identity of LSFS-Cleopatra
  
• Periodically communicate gathered intelligence via encrypted bust to HQ
  

Concept of Operations.

Phase I: Commissioning. This phase starts upon receipt of this order. 4TH GBS utilizes assets stationed at Chesapeake Research Facility to commission one Hathor class gunboat as LSFS-Cleopatra. Critical to the success of this phase is financing and resourcing. This phase ends upon the conclusion of commissioning and shakedown operations.

Phase II: Transit. This phase begins once LSFS-Cleopatra is available for covert operations. LSFS-Cleopatra will limit the use of its LSF transponder to Alaska only, and in all other instances utilize generic or no transponder. At no time will LSFS-Cleopatra operate overtly within publicly accessible Liberty Space nor use the LSF transponder within publicly accessible Liberty Space. LSFS-Cleopatra will transit to the Omicrons IOT establish contact with Order forces. In no instance is the LSFS-Cleopatra allowed to utilize hostile force against Order forces. Critical to the success of this phase is maintaining covert cover and the skillful manipulation of encountered Order forces. This Phase ends upon successful contact with Order forces.

Phase III: Intel Gathering. This phase begins upon successful contact with Order forces. LSFS-Cleopatra embeds in an ad-hoc manner with Order space forces, establishing useful relationships and gathering CCIRs. The LSFS-Cleopatra is equipped for extended covert space operations. The LSFS-Cleopatra is not equipped for covert personnel or station-side operations, and is to avoid docking with or making direct face to face contact with Order forces at all costs. At least once per month, LSFS-Cleopatra will send reports on intel findings via methods described in Annex G. This phase is continuous and enduring.
