Intel and Wild IDs were explicitly granted mechanics to acquire generic or in the case of Intel also their own houses lawful spectrum of IFFs, for the very purpose of being undercover.
Being shot at by an undercover agent is perfectly fine. Get attacked, survive it, get a bounty on their ass and blow their cover. Job done.
Every other ID cannot mismatch IFFs and never will be able to.
