So, doesn't this make IC the better ID for credit piracy than the actual pirate ID?

Yes, and it should since bankers are among the biggest thieves in civilized society, only surpassed by governments.

Maybe the Pirate ID should then get buffed by allowing piracy of combat ships in House Space.

Generic pirates are extremely poor and they sortie to bring some booty back (or at least that's the way they're being portrayed in Disco), not to demand snubs to leave the system which is realistically the sort of thing you'd demand to a combat target. The ID already allows to shoot lawful targets through bounty claims which makes sense since they would do mercenary job for money.

How about allowing the ability to engage law enforcement/military in House Space?

You already can do that with the current ID writeup allowing to claim bounties against lawfuls. Pirate ID used to be an awful, extremely limited ID and them getting bounty hunter lines, combined with the fact that now everyone can post blanket bounties without officials being involved means it can be a very powerful terrorist ID, if you care to do some forumlancing about it.
