I know you've made the clarification on this, but it still reads like you can pirate ANYONE in a system with a trade lane. Also why exactly can't they pirate gallic corporations? I feel like that'd be one of their major targets, considering their attempts at pushing their trade lanes into Sirius.
I still wouldn't have both "in their ZOI (all systems with trade lanes)" and also "outside house space" on the ID at the same time. Maybe "systems outside of house space containing sirian trade lanes"?
