Since the other responders didn't explicitly explain this: LAMIA is manufactured on player-owned bases. It can't be obtained except by buying it from other players.

Darkstat is a powerful tool which can show the inventory of player bases who file theirs on the site, according to it, one player base currently sells LAMIA: Ionic Laboratories (the best base) in Shikoku, with a stock of 6 and a price of 1 479 000 per unit.
