There was a guy that did this in New Berlin sometime ago, the character was named "New_Berlin_control:". He sat on top of the mooring fixture in New Berlin doing something similar. He flew a Starflier (I guess he managed to get his repsheet neutral with the local bandits so they wouldn't attack him). The problem with him is that he overstepped his RP a bit and soon he was dissing the RM and the RFP challenging their authority. In time there was no way we could work together anymore, which was a pity.
I, for myself, would love to have someone play the control rooms for the Planets and Stations in Rheinland. Time and again I call in to one of them requesting rescue ships and reinforcements (even when there's no one around to actually reinforce), but just for the sake of RP. It would be nice no to have to play both roles (usually I'm the one replying to myself). I'd say that you could extend the role you have in mind and work with the local authorities. When we recognize pirates in Rheinland, I issue a general warning to the civilian ships. I wouldn't mind issuing that warning to the Planetary controls so they, in turn, could issue the general warning. It only adds.
Find a way in which you can work together with the local authorities and broaden their roles, instead of robbing them of it, and you'll do more than fine.
