One thing that would be needed would be a forum for the STCs. In it, they could keep a running list of who's a trader, who's a smuggler, and who's a pirate. We would have it passworded, and ONLY trusted people, who could be counted on to not metagame would be allowed access.

STC-37(New York): Roger that. Generic Trader, your ID is Sqk 4216 for this run. New York is clear. (system)
Generic_Trader: Roger that. Proceeding to California with a load of Boron. (system)
STC-37(New York): Copy that.(system/PM)
STC-37(New York): STC-82(Cali), this is 37. Inbound runner for 23. Sqk 4216, NY conditions green.(group)
STC-82(Cali): Roger that 37, passing the baton.(group)
