We started issuing warnings because we have noticed a persistent exchange of VRs for toxic borderline behavior between DTR and Phoenix. We would like to give everyone involved a chance to try to do better on their own after being warned rather than coming out of the gate with actual sanctions.

For reference, ALL FOUR ships named in the warning were listed as they did damage to the consul - there was evidence to suggest that the Phoenix group in question logged for the express purpose of hunting the lone DTR ship down, which was excessive. We know that had the shoe been on the other foot, and a Phoenix ship had been on the receiving end of something similar, we would be hearing about it - given that you cite the previous report of a gunboat and two bombers on one of your gunboats. That report was also borderline, but much less serious given the context of the matter in which that Phoenix gunboat was part of a larger group that was explicitly looking for the UC ships AND had reinforcements en route - something which did not apply to this lone DTR ship.

We would like for this tit for tat VR exchange to stop, and we would like for everyone involved to take a step back and try to consider treating one another sportingly - the process of 'getting even' has been getting toxic for months now, and we will begin to intervene first with warnings and then with more tangible consequences to break this very unfortunate vicious cycle.
