In addition to having a system that has oneway jumpgates to the home system of all the nations (New York, Rheinland, Kusari, Bretonia, w/e else there may be). There should be a list of rephacks that can be obtained on the nation's capitol (Manhattan, New Berlin, New Tokyo, New London, etc) for the various factions within the region weather its lawful or unlawful.

This way, people can pay some set amount (500k) and be able to have their rep setup comepletely (with regards to being green towards chosen faction and allies, and red to enemies, no change on anything else though) which is very helpful in getting your ID after setting up a new ship.
