[Systems] Monaco Base, Provence has no physical NPC vendors

Bug: Monaco Base in Provence has no physical vendors (Guns/Equipment, Commodities)

Reproduction Steps:

• Go to Monaco Base
  
• Buy guns/equipment, or cargo
  
• No NPC vendors
  

Additional Information: You can still buy stuff, of course, by clicking the UI's "person button", but there's nobody. Feels a bit weird.
IIRC, The ship dealer is fine? I forgot.
