Post patch moves are provided to mitigate negative impacts on a POB by the least amount required to proportionally redress that harm.

Please explain then why the PoB was not relocated next to Gran Canaria - where It originally was.
And why such a relocation was not offered.

These are the move requests you posted, attempting to take advantage of the "PoBs can be moved if they are affected by system changes" clause. Unfortunately, those posts are not move requests -- they are "Please conjure, from thin air, a fully upgraded Core 4 base in the Newcastle system" requests, disguised as move requests. Those are, by default, rejected by the staff team.
