Rear Admiral Shepard,

I don't think introductions are necessary, as we served under Forty-Sixth for quite some time, a lot of which was spent with both of us in High Command. You decided to leave the Fleet at the rank of Rear Admiral. At that time, I was - and still am - a Vice Admiral and a member of Forty-Sixth's High Command. I have not, in fact, "moved up" the ranks since our last exchange.

In any case, I am certain that the decision to overhaul the Vermont from the ground up will prove to be a wise one. Much like the Akhetaten was, the Vermont I imagine to be a rather ancient ship with outdated equipment and specifications that leave much to be desired in today's battlefield.

I am afraid, however, that we cannot spare to send engineers and technicians over from the active garrison of the Akhetaten to Norfolk shipyard in order to help with the specifics of the overhaul. Do not forget, Rear Admiral, that we are in wartime and such a notion would greatly weaken the Akhetaten's effectiveness on the field, in turn weakening LIBNORTHCOM's formation. My suggestion towards you is to contact Juneau Shipyard and seek to begin the overhaul there. That is where the Akhetaten was refitted, after all, and the on-board engineering crew should have all the knowledge required in order to assist you with the completion of this endeavor.

I can perhaps dispatch one of the Akhetaten's more experienced commanding staff to oversee the construction of the new Vermont, alongside yourself of course, if you require this layer of reassurance.
