[FLUF] Can't tab out after going Windowed Mode

EDIT: After running the DSSelfPatch.exe , the launcher got updated. The tabbing out issue on DX9 is gone, and I can open the FLUF menu.

EDIT 12:55: The Background Process issue with DX9 still persists.

EDIT 12:56: The Tabbing issue with Vulkan still persists.

EDIT 12:59: The tabbing issue with Vulkan is only present in Windowed Mode. Tabbing back in with Fullscreen is possible.
