Anywhere can be 'calm' enough. Not everywhere has action going on constantly nor reported. I think it would be easy for characters to live on planets and be completely oblivious to their surroundings.

If I wanted to entire my Rheinland intel char, they'd live their days as a corporate pencil pusher in an office on New Berlin. If I wanted to retire my ex-XA, he'd probably settle down in the rural areas on Erie or back on his home roots in Denver to work some menial job like a cheap labourer to lay low from authorities. If I had to retire Revenant, there's plenty of options, to scheming on Manhattan with corporates discreetly, or living a double life as a professor on Cambridge or in New Tokyo, or living their double life as a chef or medic, or laying low on Gran Canaria or even deep space. My Hessian could give up the fight and go work as a construction worker or mechanic on Canaria or somewhere neutral.


The thing is to retiring a character, you don't /have/ to necessarily describe everything that they're doing, even if their story line is finished. So whether there's action or not, you're not required to write about it at the time. Even just doing their "job" can be considered retirement, they can just be taking up a bureaucratic position or doing things in the background.
