Let's get real here. We both know there is no such thing as a final offer and everything is negotiable. Anyway:

It seems someone on your negotiation team did not do their homework. You should probably fire that person. In fact, at this time, I ought to bill you for the cost estimates just for the sake of appearances.

Simply put:

The net* cost of input resources for the Level 3 base with the requested modules approaches 30 million credits.
(*) As opposed to gross cost.

That means, without paying for the following:

• Repair materials needed to bring the hull strength to maximum, thus completing construction
  
• Crew essentials for the time the base will be under construction
  
• Employee salaries to compensate them for time spent actually shipping the goods ... that is: (1) the net inputs, (2) repair & maintenance supplies, aka Alloys, Robotics, Hull Panels; (3) Food, Oxygen, Water
  
• Insurance payments and/or private security
  
• Some sort of profit margin for the management of this entire operation. We are not a charity.
  

As a sign of goodwill, I would happily share the cost breakdown with you, for a fee.

Also, on the odd chance that you do decide to make your vision a reality after all, we can discuss payment plan and scheduling. I have been informed about the recent history of the "Rock" base. An event of this scale of explosiveness is hard to miss. Therefore a lump sum payment at the end of construction is just too risky to consider. I need to know you also have some skin in the game, once construction starts.
