Sehr geehrter Herr Vonbeck,

did I understand you correctly? Have you been ze administration of ze station for over half a year when you first answered my message to ze scrap site? I have to remind you of your obligation as station leader. According to Article 7, §7.1.1. and §7.3., changes in ze administration to be reported as soon as possible at ze corresponding office or hard sanctions can be imposed.

I will make an exception in your case, because you want to officially take over ze base. However, do not expect negligence in such zings. Rheinland is proud of its jurisdiction and zese laws have been created for a good reason to protect ze empire and its citizens.

I zank you for specifying your project in more detail wiz regard to your installation. Ze government carefully makes sure zat new applications serve to ze well-being of ze empire. I would like to give you some information in zis regard:

• Zere is currently no regulation regarding transport, processing, finishing or resale from H-fuel. Rheinland gets its entire supply of ze Mannheim station in ze orbit of Heidelberg. Unfortunately, demand is higher zan procurement. In ze past we were forced to import H-fuel from Kusari and ze Gas Miner Guild. However, zis has decreased since ze last Kusari war and ze misdemeanor of ze Gas Miner Guild are no longer acceptable. Rheinland is not welcome in ze Sigmas, when it comes to ze H-Fuel acquisition. I would be reluctant to conjure up a conflict, however ... our jurisdiction ends at Fulda and ze trade wiz Kusari should not be influenced in accordance wiz Article 5 of ze Second Treaty of Nevers. Ze Rheinland Polizei would zerefore have no reason to patrol in ze Sigmas (unless we receive a distress call from a taxpayer).
  
• I cannot say zat zere is no police facility zat offers silver ore. However, our main outposts are not interested in trade. Rheinland holds an emergency reserve of refined silver, but zis is not ore. If you already have a regular supplier, zis would certainly be worz mentioning in ze application. However, I believe zat it would make more sense to simply import refined silver from ze Omegas.
  
• Instead of doing trade on Kreuzberg wiz questionable people, I would like to offer you a substitution to scrap metal. As stellvertretende Direktorin of ze penal colony Hammersee, I know from a reliable source, zat a new iron ore deposit has recently been discovered. Due to not (yet) understandable reasons, food supplies on ze moon are currently somewhat restricted. Maybe you would consider using iron instead of scrap for your purposes. Hammersee would generously reward any incoming load of food rations and at ze same time offer you iron for a low price. But I have to admit zat zis proposal is not unselfish. I assume, zis may lead to your installation is more capable to produce more basic alloy zan you actually need.
  
• Speaking of capable: due to ze lack of more capable officers in ze Rheinland Polizei, I am also administrations of ze New-Berlin prison. In ze past we had concluded contracts wiz ALG and Koepchen from Stuttgart to supply Spandau wiz ze necessary basic alloy. However, it does not seem to cover our needs at ze moment. Zerefore, my proposal would be to use ze overproduction of basic alloys for ze supply - our rehabitilation programs on ze installation produce a lot of toxic waste, which you could process if ALG does not want it.
  

You may zink "Why zese long pleadings?"
Well, you are going to basically petitioning some bureaucrats of Rheinland, who have less sense of humor zan MND agents. You have to convince and explain zese people why and how your installation serves ze benefit of ze empire. Pointing out of trade agreements, which have established before ze application, could improve ze acceptance.

As for a reasonable installation name, how about Vonbeck's Production Facility?
