Techcell addition:

coalition_capitals
coalition_cap_guns
do_equip

The Coalition guns are only necessary for the Battlecruiser secondaries. Junkers are an Omegas faction (I think) so having the option to use those eventually could be cool.

4. Why are these changes necessary?:

The ID actually has no techcell. The Outcast Dons have agreed to let Tyatsmr use a drydock, which he did along with his crew, as he is a very good Outcast ally. Good Junker boy. The ID should have techcell now.
