There is no maximum distance by the rules. Officially, it is the scanner range.
That means, if you get out of their scanner range - your gone.
And hence this :

Also, there is no shield running for fighters. I don't know what you'r talking about?
Shield running rule is strictly for capital ships, since their shield is much larger and thus it takes more time to recharge it.
If you are dodging around and not shooting while your shield is down you are NOT SHIELD RUNNING.
It's called shield camping and it's perfectly legit tactic, the one that makes vanilla fighters worth flying.
So, in short.
Leave the scanner range - you'r out.
If you thrust from a GB to some 3k range and keep that range, you'r still in.
But be sure to follow him at all times, since he won't be the one fleeing if you loose him on your radar.
Once you cruise, dock, jump - you'r out.
If you are thrusting away and someone is following - you are free to engage.
If you are cruising and someone fires a CD at you - you are free to engage.
If you jump and someone who chased you jumps after you - you are free to engage.
