Bonjour.

The purpose of this report is to outline the current situation in the Zurich system and to share my concerns regarding its further development.

Recently, the primary issue within the system has been the increasing activity of the Unioners — a decentralised criminal-syndicalist movement operating mainly within Rheinland and adjacent systems, including Zurich and Cologne.

Over the past several weeks, Unioners forces have been repeatedly observed in the Zurich system, particularly in close proximity to Oerlikon Station. This has already resulted in multiple engagements between our and Unioners ships. Area defence currently proceeding successfully, in part due to the support of Rheinland military forces. However, despite these successes, it is concerning that Unioners presence does not appear to be lowering and instead shows signs of continued growth.

Particular attention should be paid to the proficiency of Unioners pilots and the condition of their vessels. While theirs ships are typically composed of civilian and modified lawful designs, their people demonstrate a level of technical competence inconsistent with most pirate groups. Recent engagements indicate extensive familiarity with spacecraft maintenance and field modification.

During the latest encounters, in addition to their commonly observed fighters and bombers, a Hel-class cruiser and a small gunboat were also identified. This suggests that, beyond capable pilots, the Unioners possess a limited but potentially threatening contingent of heavier vessels. At present, there is no confirmed intelligence regarding the existence of larger capital ships in their possession; nevertheless, the possibility warrants caution.

Based on the above, I would like to propose the following:

• Increased coordination and intelligence-sharing with Rheinland authorities in order to consolidate and update available data on Unioners activity;
  
  
  
• Reinforcement of the Gallic Navy military presence in the Zurich system to demonstrate that continued Unioners actions will not go unanswered.

Additionally, according to available information, Captain Claude Leroy and his battleship Paris are currently located in the Ile-de-France system at Rambouillet Shipyard, where the vessel is undergoing scheduled maintenance. I believe that redeploying Paris to the Zurich system would be an appropriate course of action and would serve as a clear signal to our enemies.

At present I and my squadron are based aboard the battlecruiser Aubagne near Oerlikon Station and are awaiting further developments.
