1) Unique ones that differ or improve indie IDs who NEED OF to function properly - was the case of FLG, is the case with Wild for example. These don't need changing, will always have strong incentives. Only thing that can help are global mechanics discussed in other thread we don't need to get into that make whole game playable again.
E.G. Bristol was a unique concept, they stayed official until becoming canon and didn't need any new incentives as without OF their concept would have gone poof.
2) "Default" lore factions with more or less the same lore and ID as Indies. The ONLY way you can make these matter again is if you make them feel like they can shape the world itself - story, assets, story events, and they matter MUCH MORE than anyone random. Pretty much everyone in this thread said the same, it doesn't apply for category 1), but just has to apply for OFs simply representing the faction as written in default lore for them to care again.
