I inform Headquarters members that negotiations have recently concluded with representatives of the Phoenixes, who have requested support for their project to expand the Corfu base in Omicron Theta up to new Freeport, to take role of main hub and replace in same time captured by Corsairs Freeport 9. In same time it will increase defence opportunities of Phoenix in their confrontation against Corsairs.

Using the authority granted by Headquarters, I acted as the Coalition's representative in the negotiations with the Phoenixes and am responsible for their conduct.

What were the Phoenixes' requests:
For their project, they require the Coalition to provide 60,000 Industrial Materials, 30,000 Construction Machinery, and at least 300,000 Hull Panels delivered to Corfu, plus our specialists as consultants to provide their opinions on the construction work.

What are the benefits for the Coalition:
Significant increase in funds for the Coalition Budget;
Strengthening the Zoners in their confrontation with the Corsairs in the Omicron Theta system theater of operations;
Expanded docking privileges for our vessels, specifically Battlecruiser and Battleship-class vessels after drydock construction is completed. Our vessels of all classes will be able to temporarily dock in drydocks for resupply and repairs;
Transport vessels, if under direct fire from any vessel, will be able to request docking at Corfu during a combat engagement.

Given the listed advantages for the Coalition and the Revolutionary Army, I believe it is necessary to take measures aimed at supporting the Phoenix project from the Ministry of Plenty side. This will allow us to strengthen our presence in the system and plan more extensive operations against the Corsairs both in Omicron Theta and in nearby systems. Below I have attached recordings of negotiations from beginning until end, for all members of Headquarters to review it.
