Secretary Kaur,

Our House shares similar concerns in regard to the jump drive crisis that has befallen Sirius and reaffirms our shared belief in inter-colonial law. We agree with the notion of a diplomatic summit on the matter and others. Additionally, we would be happy to host this summit in our territory as a neutral party to aid in resolving the current ongoing crisis between Liberty and Kusari.

In regard to Gallia, we believe such policies would be far more effective if Gallia were allowed to participate and directly agree in the summit. While we understand Bretonia and Gallia have continued misgivings toward each other, it is our belief that only through a diplomatic compromise would Gallia be able to effectively police actors both within their state and ensure the cooperation of their government in this matter. We are offering ourselves as mediators in this matter.

As for your proposals regarding commerce, we would find the removal of restrictions on military surplus equipment most agreeable, particularly as we now find the movement of military hardware on Freeport 1 to be greatly concerning. Our primary request is that both sides ensure adequate escort and security for these shipments. In addition, we ask that any direct procurement handled by our Military's Handelsmarine also allow other logistics elements of our security forces (ie, the MND, other elements of the Rheinland Military barring major warships), to enter Bretonian space to conduct such missions.

On the matter of these 'bespoke goods' you speak of, we require further elaboration on both their exact nature and proposed use before we can discuss them any further. While conceptually we do not disagree with the export of strategic materiel to your House, clarification is required before we can issue any such approval. Both our government and, if required for the purposes of cooperation, members of our own Military are, of course, receptive to hearing this clarification.

As a separate matter, I must regrettably inform you that, as your government is no doubt aware now, we have confirmed the Freiburg Station attackers were Bretonian in origin. The findings of our police services have indicated a startling level of sophistication to the attack, complicated by the relatively lax security measures on Freeport 1, which continues to be a key link in commerce between our two houses. It is our fondest hope that the Bretonian government will investigate this matter thoroughly and continue to cooperate with us, as further incidents may prove extremely problematic.

We look forward to hearing your response in full, and look forward to meeting you all in great friendship to sign an accord on these matters.
