Liberty's industrial capacity and replenishment speed far surpasses our most prominent recruitment campaigns. Nowadays, the fight is less direct, with fewer and fewer combat sorties. Some cells have been taking a more indirect approach, raiding merchant convoys. A handful of them are striking civilian ships, under the motive of "raising insurance premiums" and making the whole Pennsylvania system economically inviable. The effect of this is unknown.
