Got the same question. So The 66.67% are coming from the shield and has nothing to do with incompatible Technology for that specific ID?
It's just: With stronger shields with a higher amount of power needed for rebuilding, its reducing the energy output/recharge for the weapponsystems?

I am also a returnee and nowadays TechComp works in a binary way: either you get 100% or 10% on technologies. That 66% is more an information on infocard how the ship behaves against certain types of damage and IS NOT information on TechComp.
