Well, if he chooses his battles correctly, and isn't afraid to run away from a pvp encounter, there is no reason he should be blown up.

Now here's a relevant question.. what ID could he use before the terrorist ID gets awarded? cause it will take a lot of work to prove to the admins he and his RP is worthy of a terrorist ID. Cause as it is right now, there is a problem with being sanctioned left and right for flying a liberty capship with say a pirate ID.. .or hacker ID.. etc... Of course you CAN use a Navy ID and only commit "terrorist" acts with those who agree to RP with you.
