I trust this message finds you safely returned to Bielefeld Base, or wherever your duties have carried you. The summit convened by the Order was a crucible, heated, at times uncomfortable, but necessary. In that heat, I believe certain truths were forged, and among them was the recognition that despite the chasm of ideology that separates our organizations, we share an immediate and tangible objective: the security of Sigma-15 against the encroachment of the Rheinland Imperial apparatus.

During our private conversation, I pressed you for a concrete answer regarding the threat Rheinland poses to our shared supply lines. Your response was the proposal to sever their artery at the Frankfurt Jump Gate was bold. It was the kind of thinking I respect. However, before we can speak of demolishing jump gates, we must first address the rubble that lies between us. I speak, of course, of the ideological friction that your movement holds toward the Gas Miners Guild.

I am not naive. I have read the declarations from The Platform. You regard the GMG as a "borderline monopoly." You decry what you term "exploitative contracting." You champion "Stellar Communalism" and "Guardianship of Free Space" as alternatives to the structure my family has helped uphold for generations. I will not waste your time by demanding you abandon these beliefs. They are the core of who you are, just as the Guild's stewardship of H-Fuel and the defense of the Sigmas are the core of who I am.

But I ask you to consider a simple question: Can we trust each other enough to fight side-by-side before we agree on how to divide the spoils of peace?

In the breakout room, you and Director Richter of ALG showed a willingness to move forward despite these differences. I found that pragmatism refreshing. It is the same pragmatism that led the Shinsei Clan to engage with the Core a decision I know caused you and others distress. I do not ask you to approve of that relationship. I ask only that you judge the Shinsei Clan by our actions in the field against our mutual enemies, not by the uncomfortable alliances we must sometimes forge to ensure our survival.

If we are to coordinate patrols, share intelligence on Rheinland fleet movements, or even discuss more permanent solutions for Sigma-15, we must establish a baseline of operational trust.

Therefore, I propose a first step: A formal, albeit limited, Mutual Security Understanding.
  • The Shinsei Clan will share real-time navigational data of the Sigma-15 Nordsee Cloud gas pockets with The Platform, ensuring your vessels safe passage through the hazards we monitor.
  • In exchange, we request that The Platform share any actionable intelligence gathered on Rheinland military and corporate patrol patterns in the Scharhorn field and near Hammersee.
  • We further propose that vessels of The Platform and the Shinsei Clan adopt a "non-interference, non-aggression" posture towards one another's legitimate logistics operations within Sigma-15.

This is not a treaty of alliance, yet. It is an armistice between two neighbors. If we can uphold this simple agreement, then we can look to the next step: joint reconnaissance of the Frankfurt Gate defenses. I am a cautious man, Anastasia. I do not commit to grand gestures without first seeing the ground. But I am also a man who values results over rhetoric.

You spoke at the summit of a "joint pact." I am listening. Let us start with something small, something practical, and let trust be built on the foundation of shared success, not shared ideology.
