Additional Information: There seems to be a number of Technocracy NPC Hawfinch loadouts with no thrusters on them. At least the following:

auxesia_vhf_hard_l1_d17_d18
auxesia_vhf_hard_l2_d17_d18
auxesia_vhf_elite_l1_d19
auxesia_vhf_elite_l2_d19
