I'd say the problem with snubs is partially in their high durability because fhey have like, 3 full regens at minimum? Combined with DMs a snub ace can basically stay in the fight forever unless there's other snubs to disrupt his docking.

They do need the regens against other snubs though, past iterations of snub vs snub fights were way too brutal to the newbies.

So it's a bit of a conundrum. I'd say the best bet would be to increase secondaries DPS slightly, slightly decrease energy use and maybe add a touch more dispersion to offset. Other way would be to just decrease dispersion, but that would also widen the killing zone.

Staying within 600 m of big caps as a snub should feel like it hurts, not tickles and getting zapped faster should ensure the snubs keep a bit more distance and dock for regens more often, thus bringing more windows of opportunity the opposing fleet can try to exploit.
