I have considered your message carefully. You raised two points as prerequisites for our Mutual Security Understanding. I will address each in turn, with the same candor you extended to me.

On the Matter of Cargo

Your first condition is accepted. The non-interference clause within the proposed Mutual Security Understanding will explicitly extend to all cargo carried by Bundschuh vessels and your affiliated partners, irrespective of its classification under standard Guild trade protocols or broader House customs regulations. The Shinsei Clan's security vessels are concerned with threats to our shared supply lines not with inspecting the contents of your cargo holds. What you transport is your affair. That you transport it safely through Sigmas is our mutual interest.

This is a practical concession, and one I make without reservation. Trust begins with respecting boundaries.

On the Matter of Miura

Your second point requires a more nuanced response. Not because I wish to evade it, but because the reality of Miura is more complex than the word "slavery" suggests and I believe you are the kind of person who values precision over rhetoric.

Let me first state plainly: the Shinsei Clan does not now, nor has it ever, operated the correctional facilities on Miura. The arrangement you reference is a contract between the Gas Miners Guild's central administration and the police forces of Kusari and Liberty the Kusari State Police and Liberty Police Incorporated. These are state institutions, Anastasia. They sentence convicted criminals terrorists to hard labor on Miura as an alternative to conventional incarceration. The GMG provides the location and the logistical framework. The Houses provide the prisoners. This is, by legal definition, a correctional labor program administered by sovereign governments, not chattel slavery orchestrated by the Guild.

You call it what you will. I will not insult your intelligence by pretending the conditions on Miura are comfortable. They are not. It is an arctic world. The work is hard. But I will also not accept the characterization that the GMG is engaged in the ownership of human beings. These prisoners are not bought or sold. They are not property. They serve sentences handed down by courts in Kusari and Liberty, and when those sentences end, they are repatriated.

Furthermore, I will note a fact that your sources may have omitted. The GMG has explicitly refused to accept prisoners affiliated with the Blood Dragons or Golden Chrysanthemums. This refusal was made specifically to avoid giving these movements a cause to doubt GMG committment to it's partners. It is a political safeguard, yes but it also demonstrates that the Guild exercises discretion over who sets foot on that planet.

I understand that your movement's principles regard any form of compelled labor as abhorrent. I respect the consistency of that conviction, even if I do not fully share it. But I must ask: does The Platform hold Kusari and Liberty and basically every house in Sirius equally accountable for this practice? They are, after all, the ones passing the sentences. The ones who constructed the laws that make "correctional labor" a legal punishment. The GMG did not write those laws. We inherited an arrangement that predates my leadership and, frankly, predates the birth of most people in this conversation.

Here is what I can offer:

I will personally raise this matter with the Guild's central administration. Not as a promise of immediate change I do not possess unilateral authority over Miura's operations but as a formal inquiry into the conditions of the correctional facilities, the treatment of detainees, and the possibility of transitioning the Miura mining operations toward voluntary contract labor as the terraforming project advances and the planet becomes more habitable. The Shinsei Clan can advocate for the labor model to change with it.

What I cannot offer is the immediate and unilateral abolishment of a program I do not control, on a planet I do not administer, in response to a demand from an organization with whom we have only just begun to build trust.

The Mutual Security Understanding I proposed stands. Your first condition is accepted unconditionally. Your second condition I have addressed with honesty, context, and a commitment to advocate for reform through the channels available to me.

If this is sufficient to proceed, I suggest we formalize the understanding and begin the real work: joint reconnaissance of the Frankfurt Gate defenses, coordinated patrol schedules in Sigma-15, and the slow, deliberate construction of trust through shared action.
