Dear Generalstab,

I am reaching out to you regarding the use of Liberty Navy logistics ships within the framework of existing trade agreements.

Following the Atka treaty, Liberty civilian ships are generally allowed to conduct commercial transit and trade within the borders of Rhineland. My office, the Quartermastery of the Liberty Navy, regularly contracts these corporate vessels to supply the Navy with all its material needs, some of which pass through Rheinland space.

Recently there has been increased demand for shipments of heavy machinery and h-fuel organization from or passing through Rheinland. Some of our best durasteel and machine tools come from the DHC factories on the Ring in Orbit of Neu Berlin.

In order to increase shipments and the security of these shipments, my office is investigating the possibility of not only continuing to contract civilian ships, but also to occasionally send Liberty Logistics Ships for priority shipments in order to increase throughput and enhance the security of these shipments. Seeing as trade between our Houses only serves to benefit us and strengthen our economies, it would be in both of our interests if Liberty Navy Merchant Marine ships were allowed to enter Rheinland Space on supply missions.

Therefore, my office would like to request permission for LLS ships to be able to enter Rheinland in order to conduct lawful business and trade. These ships, while owned and operated by the Liberty Navy, are crewed by Navy civilians and are generally armed to standard civil specifications. They carry no troops nor dedicated military equipment. They would be utilized in line with existing trade agreements between our houses, the only difference being their ownership.

I understand that relations between our houses have been cool since the Hudson War. That being over a decade past and with changing priorities in Sirius now, I hope we may be able to move towards warmer arrangements moving forward.
