That's never made sense to me, why wouldn't a terrorist organisation seek refuge in allies of like minds? To further the point why not be able to make temporary alliances of convenience? In a lot of ways the way our IDs are setup really limits people, Terrorist organisations are often secular and very ego-centric. Likewise they also work together on occasion when their ideals align.
It seems the state of the Coalition ID and the inherent nature of the Coalition are in conflict. So, proposals anyone?
