You're allowed to CD before you demand cash - at least I'm fairly sure that's the case. Certainly the house militaries will CD someone before scanning for contraband (which I guess is the lawful equivalent of a pirate's cash demand) if they reckon the person will get away if they don't.

No longer active online due to a dwindling amount of non-PvP (trading, pirating, mining, etc.) fun in the new version.
