Liberty law indicates that the cargo should be destroyed and the smuggler fined- so, if he destroys the cargo and tries to repent, then just casually lower the fine to something miniscule (like 50k) and scold him not to do it again.

Of course, the next time he tries the same trick he'd be getting the full fine for repeat smuggling and/or death if he keeps trying again and again.
