To me..."Halt" or "Stop" IS a demand...And in real life...If a pirate asked you to stop, and you kept on truckin' he will take it seriously and kill/harm/engage you in some way...Whoever that pirate may be.
If the trader is disrupted, and continues to cruise, its the same kind of disregard for your demand as: "Give me two mill!"
Where going though one of those stages here where we are all blabbering about whats RP and whats not...RP to me is a situation you would face in real life, skewered to said games story line, theme or objective, but with more serious consequences allowed only because its a game, and no serious harm comes to who ever is playing the game. I am lead to believe this is a game, making the following words relevant. Take a car/racing game for example. If you speed in a racing game, and you hear police sirens, the cops want you to pull over. If you don't, they call for backup and start shooting at you until you get away or they can arrest you or put you in a situation where you are disabled. Its the same thing here!
"Halt" is a demand, and if that demand is not heeded, the one being harassed/pirated should face what ever consequences that pirate sets for himself. Often resulting in death I would assume. A lot of things that are against the rules could be role played in a lot of ways, but people are afraid of abuse and loop-holes. I believe this isn't one of them. Because at the end of the day...Anything a pirate wants you to do, is a demand. Period.
So I am backing up SconStar on its revision. And everyone else should to.
