Yes, you're right, normally, I would and I tried to, I really did on this one, but there is only so many "nerfs" a group can take before their impact matters anymore. Everyone has already said what they feel, and 3/4 of it I agree with completely.
Saying "Halt" is a demand, if I'm playing on my HG character I'm not going to say "Please stop sweetheart so you can pay me." No, screw that. I'm a pirate, I'm going to say "Stop your ship or you are dead." and then launch a CD. If they continue to flee, I'm going to bombard them with every weapon I have aboard my ship, torpedo or otherwise. Sanction me if I want, but I'm within the rule bounds. If you want us to say "Tax, 2 million" instead, I will, but then they don't understand they have to halt. So then I'm chasing a trader across Chugoku because he doesn't understand he has to stop and pay the tax.
See where this has a conflict of interest?
Not only that, someone else said the same thing about the rules about Cruisers and Battle Cruisers. The rules are really vague in parts, and I think a total overhaul on them needs to be done, but hey, I'm not an admin so I can't really tell anyone to do that.
