There will never be "peace" between pirates and traders, it's like argue about who shoots first. Traders wants to beat pirates with rules, and pirates with rp. Pirates want to enjoy in their role as a pirate, and some rules stand in their way...they are not pirates then, they just follow rules of legal pirating. :( :nono: And traders... well, their dream is to nuke off some pirate, and just earn some money or trade.

You could then say "Wait!!!" "I'll pay!!!" We can have all these demands placed on pirates alone. Traders may have to use thier scanners and turret view from time to time. It does take some time for a lane to go back up after its knocked out. Look around next time.
Imagine that every ship in one system is saying "Stop shooting, i'll pay!". To whom? There should be name of the player in demanding msg, or contact directly. You don't want to shout through whole system that you're pirating a ship, so that every police or navy ship can hear you. IRL, it would be normal to contact the ship itself. But, ofc, that's too much for "poor" pirate to do.....
I think, with next "pirate" response, this cycle will continue without a goal on horizont....and then, all from the beginning.....
